CPU or Mobo problem...

Hi, my friends PC is having strange problems. To start off with, he has an E-machine t3418. His computer was acting funny, and when he tried turning it on, the power came on for everything, the CD-drive was active, but there was no output to the screen.Also, the CPU fan started going at 100% and whirring constantly, and didn't stop until he turned it off. Now, I had a similar problem with a graphics card, with my computer, the computer would start up like normal, but the graphics card fan would start to spin at 100% indefinitely, with no output to the screen. Now I was wondering, whether it is the CPU, or the onboard graphics adapter in the motherboard. There was a similar problem with a similar computer, and the hard drive and monitor aren't a factor. Thanks for any help in advance.
 
How long has he had the system? Any problems with it before this? Did he recently upgrade and parts or install any software?

Also, when you say no output, do you mean you can see it POST and then it's blank, or there is absolutely no info being seen on the display? If he has access to an actual video card, the easiest thing might be to just toss it in and see if you get a picture. If he does, then it's the MoBo adapter (which right now I wouldn't worry too much about, but if other problems start arising, time for a new MoBo); if he still doesn't see anything, without any further info, I'd have to guess at swapping out the PSU, then if still nothing the CPU.
 
I think he had is computer a few years, and his XP was crashing irregularly beforehand. The problem is, I don't have any spare AGP cards i could test with. Also, there was absolutely no output to the screen.
