CPU problem...

I have the following PC configurations:
1.Processor: AMD Phenom II X4 955 Black Edition
2.Motherboard: ASUS M4A785TD-V EVO AM3
3.Hard Disk: Western Digital 320 GB 7200 rpm
4.RAM: 4GB (2x2GB) DDR3 1333 MHz Kingston Value RAM KVR1333D3N9/2G
5.Monitor: Samsung 20-inch SyncMaster B2030 Widescreen Monitor
6.Graphics Card : ZOTAC GeForce 260 GTX
7.PSU : Cooler Master 600W

From the day I got my PC assembled, the CPU fan(most probably) is making noise like that of a blow dryer.What to do?
 
It sound slike the fan is faulty or there are some wires hitting it. open up the side panel and check where the noise is coming from.
 
i have already checked it, no wires are touching it...and there is something called EPU-4 engine which came with motherboard CD for power consumption control, I didnt install it at first thinking that it would affect gaming by turning on power control...but then I tried it out...there is something called calibrate in it...i clicked on it...it ran for a few minutes to calibrate my system settings...and during that time the fan became really quiet although the PC was running and i was also getting screen display and everything...last night my PC got switched off by mistake...today Vista(64 bit version) said that the pc wasnt switched off correctly...i selected "start windows normally"... for 4-5 minutes the sound didnt come...although the fan was running obviously...do these observations mean anything...maybe it will help you to find the exact problem...thanks
 
another new observation..this EPU-4 engine has a number of setting...
1.performance mode
2.energy saving mode
3.auto mode
all this time my pc was on performance mode
when i put it on auto mode now...the fan suddenly became silent
now the question is, is it ok to have noise in performance mode...?
