Does the AMD Athlon™ 64 3700+ (San Diego Core) (Socket 939) Retail Boxed Processor inc Fan And Heatsink (2.2Ghz) with HyperTransport, 1MB Cache need thermal past??
 
Every new cpu needs thermal paste. But if your asking if you need to buy it, then no, it comes with a thermal pad already on the heatsink.
 
yea, retail means it comes with the cooler that you need. OEM it wont always come ready to cool.
also note that if you are overclocking that you wont want to use the stock heatsink or fan. obviously.
