CPU reading 2ghz instead of 3

I finished my build and downloaded cpu-z. I tried to upload a picture, but I couldn't get it the right size to upload. Anyway, under the core speed on cpu-z it says: 1999.9 MHz. My CPU is an E8400. Any ideas why it is so low?
