Cpu Temp keeps rising

My buddy just called me he got and AMD 6400+ Black Edition and the temp's keep going up even when it sits idle.
The cpu didn't include a cooling fan, so he used the fan from his previous AMD 3500+.
Could it be that the fan came from a single core cpu and can't supply enough cooling?
Could not enough thermal paste cause this?
And what do you guys think of the Zalman 9700 cpu fan?
Thanks

I'm pretty sure that if he didn't add any thermal paste plus using a old single core fan then thats the problem because its on a dual core right needs more cooling just get that Zalman 9700 , my uncle is running a AMD dual core Over-clocked and his temps are 26-30 degrees and while in games 35-40 degrees using that Zalman fan  :P

Thanks for the quick reply.
I told him I'd look at it Wensday.
I told him today to get a different fan.
I ordered a Zalman 9700 for my rig (ups screwed up the shipping) I'll recommend that one to him.
Any other really good fans?
thanks
