I reinstalled XP onto a friends Emachine with an athlon xp 3200+. It originally showed 2.20ghz, and it now only reads 1.10ghz. Whats going on?
CPU underclocked?

did you read his post? his processor is an AMD processor... therefore it doesnt support eist. thats an intel technology.
check the cpu temps though, the motherboard may be underclocking it due to high temperatures or something. pretty sure AMD processors will underclock in that situation.

Just disable Cool & Quiet if you want it to stay at stock speeds, but it will power back up if your running a intensive program. It powers the CPU down when not under stress.

it is most likely a throttling program that cuts back on processor speed by manipulating the multiplier. don't worry the processor will go back to full speed instantly if under any load at all.
