CPU underclocked

I have a Vostro 1500 laptop with a Core 2 duo T5470, which is supposed to have a 1.6GHz frequency. I noticed that my computer was going a little bit slower so I check my CPU and saw that it was only running at 1.2GHz. I thought it would be an easy fix by going to my BIOS and turning off speedstep, but when I looked I see that it is already turned off. I updated the BIOS and turned off speedstep after the update and it is still running at 1.2. Any ideas on what this could be?

Just tried that and that did not work, I am running Windows Vista 32 bit if that makes any difference. Could the wattage on my AC adapter be doing this? I had to replace it a while ago, but not sure if it was around the time I started noticing the slow downs. Its a 65 watt adapter. I am not sure what it should be though, or even if that matters because the battery still charges fine
 
The exact model is Vostro 1500, I bought it right when the Vostros came out. Looking back on the order history, I see that it shipped with a 90w, but when I got the replacement they sent me a 65w. I didn't think that this would cause a problem since dell sent me the adapter themselves, but its the only other thing I can think of. But on the other hand, I don't understand why it can charge the battery and run, but not have the CPU at full speed. Thank you for looking into this for me.
 
Humm. I really am not sure what can cause this to happen. Normally what I told you to do works. But thats in XP. I forgot your running vista... This is why I dont own a dell nor ever want to own one.
 
I do not think this is an operating system problem because the BIOS reports the speed as 1.2. I tried booting with just the battery and no AC adapter and it still runs at 1.2, so I am not sure if getting a 90w adapter would help, but at this point im ready to try anything.
 
Your cpu clock speed is in no way dependent on your power cord.

There's something in your BIOS telling the cpu to run at that speed.
