CPU using 100% usage?

Why would a computer be using 100% of the CPU, even by simply maximizing a window ? o.0 goes from 4% to 100% by just opening a new window.

Windows has one item called the idle process that gives the cpu a task when nothing else is running. This keeps the cpu from running wild and burning itself out from going non stop. Generally you see this at 99% by looking in the processes section of the task manager. When you first open an explorer window you have then given the cpu a new task to perform dropping the idle process down to 0%. Tnen after the window is maximized the idle process kicks back in.
 
The CPU is a A slot athlon xp running 900 MHz. So yeah, your most likely correct hehe. The guy I am trying to help always bragged about how good his computer was, he said that it can run any computer game with high settings no problem! Is that silliness?

Running any game depends more on the software and hardware environment. If you are not OCing most cards will surprise you when a game runs normal. You have to look at the "minimum" system requirements first. Anything above that should see more support for the high settings. Game designers have to account for a wide variety of hardwares on any system in order to have a sellable product. For problem systems they then have to develop a game patch of some type.

You have to look at the "minimum" system requirements first. Anything above that should see more support for the high settings.

most of the "minimum" requirements are BS. For example, Oblivions minimum requirements are...

* 512MB System RAM (bit on the low side)
* 2 Ghz Intel Pentium 4 or equivalent processor (ok)
* 128MB Direct3D compatible video card (yeah right, a low end 128mb card would die running oblivion)
 
With only 512mb of ram and a 128mb card it would be interesting to see what the actual results would be don't you think?
 
More then anything it depends on how demanding a game is. If it chews up system memory along with pushing high scale graphics you'll run smack into some limitations right away. But if it is anything like Metal of Honor, SOF2, and other games that simply install to the drive or run off of a cd that demand there usually isn't that large. HL2, Counter Strike, BF2 with only 512mb or ram? Source engine? ( rrrrRrrrrRrrrR.... put put... blah)
