My BIOS (Phoenix-Award) doesn't support cpu/ram tweaking and I want to raise the voltage to 1.55V. Is there a way I can raise it such as moving a switch on the motherboard or with software? 
CPU Voltage Raise Possible?

What exact motherboard/CPU are we talking about here? I would get SysTools, it's got some really cool features and might do it for you.

if your bios won't let you it's likely that the only way to do it is either a bios flash or a VID mod.. which requires a circuit writer pen or some copper tape.
that is, assuming your system has the specs for it. what's your system specs? 1.55V is kind of high, depending on your cpu type.
