CPU-Z PCI-E question

In CPU-Z, under Graphic Interface, it says
Link Width 4x Max. supported x16

Does this mean that the maximum for my card is x16 and my motherboard can only handle x4, or is it the other way round? I'm guessing it's the first but I'd just like to be sure.

The boards PCIe X16 slot only runs at X4

I would look into getting a new motherboard, maybe a DS3L. IF you got the money..

Hmm, i can afford it, but I'm 16 without a job, I need to get one, because at the moment I'm getting money from pocket money, birthday money, christmas money, etc.
I still need to pay my parents back for about AU$500 worth of my current setup.
There are other things which I'm looking at getting first. I still need to decide what to invest in.
