DRAM Frequency is 800mhz Isn't that really slow?
If it's showing 800MHz your RAM isn't running at PC20000 (does that even exist yet?) but it is running at DDR3-1600 speeds. I'm thinking you may have DDR3-2000 which is PC3-16000
I'm assuming you are looking at the memory tab (see below). The speed there is the real speed so you need to double it to get the DDR speed.
To get your RAM to run at DDR3-2000, you need to go into the BIOS and manually configure it. Your manual should tell you how to do it if it's not obvious by the BIOS menus.

OCz lists it at 1.8v but 1.9v should be fine. Your EVGA 790i board should support the EPP programmed into it as well, do you have an option to enable EPP in the BIOS? That should have it set up the timings and voltages and what not for you. If not, you can always set it manually to 9-9-9-30 and 1.8v or 1.9v.
It's possible that that's as fast as the chipset or CPU will let you run it (hard to say which, I'd lean towards the chipset though). Increasing the northbridge voltage might open up a bit more room. HardOCP got a 500MHz FSB out of their 790i board, your board may simply just not be quite as good.
If you have 4 sticks of DDR3, the 1600MHz barrier seems to be common...I don't think that's what's limiting you though, seeing as you only have 2.
Sounds like something I would say, of course some people would say that not being able to OC past a certain point could be considered an issue.Plus, someone once told me to never update your bios if you're not having any issues. :-/
