You could go for the Intel Dual Cores (which are really cheap) such as the E2140, E2160, E2180 or E2200. They are great at OC'ing I've read reviews on people almost doubling their clocks. (from 1.6GHz for example on the E2140 to 3.0GHz

Well, I guess cause theres nothing really you can buy for OC'ing at that price range. Maybe you can find some Athlons, which would be better or even Athlons X2 at that price range. Newegg has had them at $50 before I think, the 3600+. That would be best!

well, I'm not buying any cpu without it's HSF. An after market HSF will add more cost...
