Crazy graphic issue with PC

I have a PC that I built. I can't figure out what is wrong with it. The PC is booting because I can shut it down using a keyboard shortcut. However, the graphics are shot. Very distorted image.

I've tried to change the cable, changed monitors. Also, changed from digital to older blue cable input.

Tried it direct from the graphics card, which I then removed and tried to boot using just on-board graphics. The same issue exists.

Previously I had been running dual monitors, this issue happened out of nowhere and I can't figure out how to deal with it.

I have recently added a new power supply because I thought there wasn't enough power to the PC, thought the supply had possibly died. This didn't work.

I also changed the battery on the motherboard; no dice.

I would greatly appreciate any insight into what can either be salvaged from the machine if it's capootski, or if there's something I just haven't thought of.

Ok so in addition to above:

You've tried multiple cables (DVI and VGA)
You've tried on board and discrete
You've tried various monitors

Yes?

In that case it isn;t the cable, or monitor, and if you update the drivers for the graphics card and it still persists, its either a faulty or overheated gpu, or a damaged motherboard.
