Creating a system restore disk

I am dealing with two brand new laptops, one windows 7, one XP. I have no important files yet.

I have 2 pretty simple questions -

first: neither one came with a recovery disk. How do I make one? I mean a complete, start from the manufacturer , erase everything disk. one xp, one 7.

Second - can I use that Win 7 recovery disk to put win 7 on the other laptop that has xp currently?

ok. . . In response to the second answer of no, when I built a pc a few years ago I used a XP restore disk from dell or something to install my operating system.
Has windows implemented something to prevent this, or is it just not recommended or illegal or whatever?
 
You can only install one copy of the OS on one system at a time depending on what version the operating system is.

OEM version is attached to the system you first install it on, but there are ways around that.

Upgrade and retail versions can be installed on more than one machine but must be uninstalled from previous machines beforehand.
