Creating an operating system

Have you tried Suse Studio? It might be just what you're looking for. I've used Suse Studio and it's really quite good. You can customize all the logos, software, etc. Otherwise, you might try customizing ubuntu. Sticking with a popular distribution guarantees that there will be lots of software available for your version.

How much do you know about Linux/Unix?

I'd recommend starting off by building yourself a working Gentoo installation from ground up, that will teach you a lot of how the internals of a Linux system work.
 
I'd actually recommend Arch Linux over Gentoo as it is precompiled. I've heard it is a good way to learn how Linux actually works, without having to spend time compiling code.

If you have no Linux experience though, you're better off working with Opensuse, Ubuntu, or Fedora as they do not require previous knowledge of Linux to use. These also only require a moderate amount of Linux knowledge to modify if you use a tool. Some examples of customizing tools are:

Suse Studio for a custom Opensuse
Fedora Revisor for a custom Fedora
Remastersys for a custom Ubuntu

Of these, Suse Studio is probably the easiest and has the added benefit of letting you try out your creation in a virtual machine without even leaving their website or having to download the iso file.
