CREEPY audio/interference from TV tuner card!

If I go into my Windows settings and set my FusionHDTV7 TV tuner card as my default audio device (which by the way, it has NO audio in/outputs at all so I have no idea why it is listed), I can hear some creepy radio signal being picked up by the card and I can hear it on my speakers. I do not have the Fusion client open at all, so this is some signal being emitted by the card itself! I took a video of this "phenomenon" and put it on my YT channel.

BTW, the clicking sound in the background is the failing case fan on my system
