The same thing happened to me about 4 days ago. The reason for my problem was I was teaching myself how to portforward and I somehow failed miserably that when I was done, my connection was slower than ever. While starting CS:S the same symptoms came up as the ones you were talking about. The way I put everyhing back to normal was by undoing any of the changes I made to the settings of my internet connection. So it's either there's a problem with your connection or it's plainly just Steams fault.
Also try verifying integrity i think its called. I cant remember off the top of my head but in steam right click your Counter Strike game and go to properties. Then under the local files tab, hit the button to verify integrity and also defrag cache. I can't remember which one fixed it but neither of them will make the problem worse
Sorry if thats vague, it's been a while since I had that problem but I'm pretty sure thats how I fixed it. Worst case scenario, reinstall CSS (kinda a hassle but can determine whether its a problem with the game or the internet) (if you do reinstall save your maps folder if you have a lot of custom maps)
I wouldn't have any problems with setting my name and settings. What would really annoy me and be somewhat of a hassle would have to be trying to find all the servers that I have favorited.
