are there any operating systems which are made for game consoles. also is it possible for it to run multiple formats, if not could someone tell me how to make it compatible with PS3 games.

Some people have loaded Linux and similar operating systems on consoles, but I'm quite sure it's not for gaming.

When you say multiple formats, I assume you mean like Xbox 360 on a PS3 or something like this. Aside from the obvious hardware differences and limitations, such topics are actually illegal and won't be discussed here.
