Dead Motherboard?

I have a Gigabyte motherboard GA-MA785GM-US2H, it has ddr2 ram 4 gig total, a phenom processor x4, 630 watt psu.
I have tested the power supply multiple times and I get power when using a tester. So one of my ?'s is can I use a POST card to pull codes off of it, if the motherboard won't power up. (I ordered one last week so I should be getting it soon) This is not my main computer, but I would like to get it up and running! Ever since I have had this board it seems like I have had problems, with this computer. I have sent the board back to the manufacturer, and the said part is to be ok, I sent the cpu back to amd and they sent me a new one. Gigabyte on the other hand I'm not sure if they sent me a new one. Recently I took the whole system and moved it to a new case, and now it won't power up or anything! B4 at least I would get error codes when it fired up! But now it seems like I'm not going to do anyhting. This is y I bought all new stuff! But I would still like to fix this, cause the unit is maybe a year or less old. Today I am requesting another RMA for the motherboard, but I really don't want to send it to them, only to tell me there's nothing wrong with it, (which I wouldn't believe that anyhow), so would I just be better off buying a new board? idk So can someone lead me in the right direction! Thanks!
 
I would first pull a working power supply out of another system that is running fine and test the motherboard and your other parts with it.

What Phenom Quad-Core processor are you using with this motherboard?
 
How would another psu change things? I tested the the psu with a tester and it powers up fine with nothing hooked up, I have done this sevral times and the same thing! So if I change out the psu wouldn't it do the same thing? 9 And the processor is a 9600 series x4 phenom 2.3 ghz, HD9600WGDBOX.
 
Just an update, I did get it started apparently I had a plug installed that I didn't need to install, the way I found this was by unplugging all connections and starting with one a time, restarting the computer each time til it would restart an volia I found one that didn't need connected(even though I thought that it did need to be connected) bc the computer wouldn't restart with that one plugged in! So I get all this done then my old OS didn't want to start, in fact I have had problems with this computer for running windows xp, it never like it, so today I decided to install win 7 to it, and now it works fine! So what was wrong with the old OS and y does the new OS work everything fine? It seems to have fixed every issue that I had b4 with the old OS! I really don't understand y this is? can someone explain to me y one (OS) would work and not the other?
 
Software in the old operating system could have become corrupted. Glad to hear Windows 7 is working fine now.

One troubleshooting technique is to try unplugging power supply wires then plugging them all back in. Apparently that worked for you.

How would an OS get corrupted? and how come when I try to do a clean install with an win xp disc it would do the exact same thing?
 
Several ways I know an operating system can get corrupted is by: malicious software, bad drivers that destroy vital Windows files, a bad hard drive or sometimes weird things just happen.

There are other numerous ways vital operating system files can get corrupted.

What was happening in the past when you attempted to install Windows XP?
 
Well in the past it worked fine, til one day I tried to start my computer and starting getting blue screens with stop codes of course! But I looked it up and it said it could be a number of things, like viruses and so on! Then when I tried to reinstall it, it just kept failing! Again and again! I even bought a thing from Microsoft to get a more current copy of win xp, I think it worked for about 1 or two times then it started acting up again(Not 100% sure on this as it was awhile ago). Then it just kept doing the same thing over and over, til I installed win 7 to it, I knew it either had to be the hard drive or the OS, but it confuses me How an OS could go bad!
 
If the Windows XP installation disk isn't scratched you may want to try and install it on another system. Sounds to me like the hard drive is going bad though. You may also want to swap ports on the motherboard that the hard drive is connected to or try a different cable to hook the hard drive up to the motherboard.

Me and a buddy already checked out the hard drive with another good Known hard drive, so we did elimanate that awhile ago. Bc thats really what I thought it was, but the thing is the computer is still even a year or less old! So I talked to my teacher about it and he even said that it was the OS, but he couldn't go into detail of why the OS would be bad, I don't even know myself, all I know is I installed win 7 32 bit and it works fine now, no problems, I just don't really understand y? The only thing I can think of is microsoft is doing something funky to try and prevent people from running illegal copies of OS! Or corrupting files so that it doesn't work! Or giving me a one time use disc. (which Idk why they would do this) I wouldn't really put anything past Microsoft.
 
If there are no problems with the hard drive then the DVD drive may be the problem.

I think I am having problems with my DVD drive lately. I have tried several installations of four different operating systems with two different hard drives and had very slow installation times.
