"Delete WINDOWS"

yesterday i got this wierd message when i tried to empty the recycle bin:
"Are you sure you want to delete WINDOWS" (I wish i could )
anyone know what that was about?
i restarted my comp and now the recycle bin is empty...

I have had that before, i tried to empty it anyways it said it couldn't and it was gone right after

so is this some sort of a bug or what?
is there a patch for it?
