Dell Latitude CPx won't power up

I have a Dell Latitude CPx laptop. Battery appears to be ok. It shows that it is fully charged by pressing the power meter button located on the battery. When I press the power button, the LED's blinks about 8 times and then stops; nothing starts, it never powers up. I removed the battery and powered up with only the AC plug, but it does the same thing. Somebody suggested the CMOS battery could of gone bad. Could this be a possibility even though I do get lights from the LEDs.

I appreciate any thoughts?

Well it could be a number of things- from power brick, to power supply, to a bad motherboard, etc. Is this unit under warranty still? If it is, I would contact Dell about it for an RMA.
 
Unfortunately, it's not under warranty and I was looking for a way to repair it myself. I don't plan on investing much money into it, but thought if it was an affordable solution I would give it a try. Thanks so much for your response.
 
If all components are removed and I plug only the AC power plug in I get the same result which is after pressing the power button to boot up I see all the LED's blinking about 8 or 9 times then nothing. No beeps, no fan comes on. Same result if all components are seated properly and I unplug the AC power and then press the power button, still get the blinking LED's. I'm ruling out the RAM due to the fact that the laptop should try and power up with or without RAM or with a bad RAM module. What do you think about the CMOS battery going bad? Something to look into? I could buy a used 1 on eBay for $10.

I just want to let you know also that with all components seated properly and the power button is pressed the floppy drive clicks for a second so I know it's getting power for that moment. That will happen every time I press the power button.

I doubt it's a cmos battery, it would still boot up with a dead battery. If I have to go out on a limb, I'd say it's the motherboard. If you cant power through battery or AC, I'd single it out as that. You didn't drop it now, did you?
