When I turn the Dell Netbook on the message comes on that I need to download the STstring.dll. How can I do this?

When specifically does the error message come up and what does the entire error message say?

At startup. It says that the program can't start because STstring.dll is missing from your computer. Try reinstalling the program to fix this problem.
What program produces the error?
A quick Google search says it's from the Dell DataSafe Local Backup. If you don't use it, just uninstall it under Programs & Features.
