Dell Problem

My wife has a Dell Inspiron 1545 that had it HDD crash. My father-in-law attempted to replace the HDD with a larger HDD (went from 250GB to 500GB). The result while trying to boot up and finish the install is ERROR RW_FAT16, unable to locate Partition FAT16.
Any ideas what going on and how to fix it?

What reinstallation media is being used? Dell recovery cd's or something else? Was the new drive an actual used drive or was it brand new?
