Desktop Computer cannot boot

Hi guys my family computer that we use is spoiled in a sense that it cannot be booted. I thought it was a temporary error but I was wrong.. It occurred yesterday. I'm however not so keen in fixing it. I mean fixing it is good but I wish for a better cpu too.. But nonetheless I'm here to ask you guys to help me if you can. btw this problem is not exactly urgent.. :).

This desktop os is w7 and it is a mini tower I think.
I left the cpu there for a while.. after playing a game. I shut the game program down of course.
So after a few hours, my bro came to see it and then he informed me. It failed to boot and restarted several times and cannot be shut down once it is on.
when the cpu finally realized the problem , the page to diagnose the computer blah blah came out. We tried all the diagnosis options but it was no use. so it is surely some hardware problem right? Something with the BIOS?
Idk what is a bios! Tell me! Anyhow the cpu was making a lot of noise recently before this happened. It also made noise during that incident, as if It was overheated idk. I play a lot recently :(.

How do I fix this? I will give you guys more information if you guys want it however I didn't get it (like pics) beforehand and place it here in the first place because I thought it is kind of useless. Anyways do let me know how to fix this or guide me to the direction or just teach me a few things about this or contribute something.

A cpu does not make noise, if you heard noise most likely it is from some where else, cpu fan, power supply etc.

Can you be a bit more specific about what happens when you boot the system ?

Do you get any written message or blue screen ?
 
ok then.
Once i press the start up button, it will try to boot. It succeeded in the first page where you can press f12 for booting options, succeeded in the second page where there is a windows logo (w7) but then it starts to fail either by restarting or going to the system diagnose window where my system resolution screws up to a low one. Btw if it keeps restarting a few times, it will finally proceed to the system diagnose window where there is a few options that say that they would fix the com. Obviously the system diagnose was of no use.

Today however, my dad on the cpu and it worked but when the cpu was being shut down, the problem came up(It went to the system diagnose window).
Claimed by my dad. But i'm not too sure of the details. Just typed everything he just said. Roughly.

Sounds to me like the processor fan, which would make the cpu overheat. If it was making a lot of noise, and now isn't functioning at all this could be the issue. You can confrim a fan is not working, by opening the case and turning on the computer. the fan on top of the cpu should be spinning. Any other fans in the case should also be spinning.

If in Mini Tower you mean ultra small format, it could be another heat issue as those are prone to failures due to their compactness.
