Dial-up connection wont start

Normally when i started netscape communicator my dial-up connection for worldacces would automatically appear in my systemtray and i could click to enter my login and password for my internet connection but after i had to reinstall everything after a hard disk crash. The dial up wont start anymore and i dont know how to start anyone got any suggestions?

control panel>network connections>create a new connection(left side)

follow the onscreen instructions.
