Lets go back to voltage. Default voltage cannot be 1.52v, and like I said all ASRock mobo's I've had have had a max voltage of 1.55v. So whats yours set at?
Do you have CPU-Z?

There ya go, it's probably set to 1.35v. Bump it in the Bios to 1.425 and then boot still at 3.0ghz. Download the OC tuner from ASrock's website and try to see if 3.1 is stable using prime95. Also, watch your temp's now that you're bumping voltage. The OC tuner also tell you your temps, it's a great tool. You can still adjust voltage in the OC tuner, but we know that 1.35 volts is not enough so go straight for 1.425.

I'm sure you posted this looking for a fight, so I won't give you one I'll just post facts. The First generation of Phenom's, which is what this is, is 65nm tech and doesn't overclock as well as the 45nm second gen of Phenom. But they can still overclock some.
My Phenom II 550 dual core is 3.1ghz stock, not only have I overclocked it prime95 stable to 3.8ghz, I have unlocked the other 2 cores and I have a quad core. Here's my proof-

I have my phenom X3 8650 OC'ed to 2.7MHz on stock volts. I bet I could get it up to 3Ghz if a tried.

Not all Phenom's overclock equally. The 9600be is famous for not overclocking well at all. It's 2.3 stock, for me I could only get 2.4 stable on stock voltage and 2.6 stable with high voltage was the absolute most I could get out of it. This is very common, I didn't just get a dud.

If going up a tad on voltage (watch your heat!!!!!) doesn't help, leave it at that. If heat is a prob, get a better HSF. I recommend Xigmatek S1283, or some such number, having tried things like OZC, Zalman, Tt, ArcticCooling,and Tuniq stuff (I practically drove Microcenter crazy).
CPUs are pretty easy to OC. Memory is much more of a pita with freq, timings, and voltages all playing a factor - and then certain programs will aggravate it. Also, with memory, certain memory slots work better than others. For example, an admin over on GSKILL suggested using slots 2 and 4 as primary, for my board, and it worked beautifully for me! But you can easily go insane trying to OC memory!!!
My friend got his i7 920 to 3.6ghz with ease and this aint no fantasized result... lol
