Disable CPU power saving

I just got my laptop, and im not that farmiliar with it yet. What i've found out is that when its running on the battery, it downclocks the cpu, and maybe a few other things. When i ran 3DMark01 with just the battery, i got a score of 36xx, but with the ac adapter i got 10xxx.

My old laptop used to have a setting in windows where you can change the processor speed, but i dont see that here. And i dont think i saw anything in the BIOS for it, so do any of you know a way i can have it run at full power when im going to be playing games?
 
Have you tried looking in the power settings?

Stat>Control Panel>Power Options

But not to be an asswipe, there probably is no option for this knowing its a Dell.
 
Get some overclocking software...?

That's the best thing I can come up with.

But, There should be a way to make it stop making it self slower to minimize power consumption.
 
I looked a little deeper and found that there is a speedstep option in the BIOS. But the reason it was getting poor scores was because of ATI PowerPlay, which optimizes the card for longer battery life, and worse performance.

Yup, that's it. You can also use a utility like NHC (notebook hardware control) to undervolt and underclock for better battery life. But I also mentioned this because you can set it to max performance at all times (instead of when needed) like you requested too.
