disable shut down on win2k

Any one know of any good apps or methods that can disable shut down? I have users constantly shutting down the machines and the policies do not seem to be working.

Constantly shutting down? It might be Spyware, or Virus. You can abort it though, by running : shutdown -a in Command Prompt.
