I'd first check that you have the boot order correct, and not just set to Optical drives or something. Then if you're sure the HD is set to primary, I'd just try and reload Vista.

Check your IDE connections too, make sure you didnt get the CD roms mixed with the HDD cables...oh and make sure your HDD is detected and WORKS

When you are in the BIOS, make sure your boot order is

1) CDROM
2) HDD

then make sure your Vista disk is in the drive and reboot.

Just to be sure of this (and I don't know if Vista installs even shows this message) when you reboot is there a string of text that comes on the screen that says Press any key to boot from CD/DVDROM... or something like that? And are you pressing it?

Not to be belittling, but it's easy to look away for a second and miss that, then it tries to boot from HD with no OS on it.

I experienced the same, it was my booting sequence that did not work. It is my old computer that needs to be taught step by step, hehe you know. After fixing it (make sure that CD/DVD ROM is detected) it worked well. Or try another OS version, i.e. XP, if works, then it is your installer which needed to be replaced.
