Disk Management Problem

I'm trying to make Windows recognize the new Hard Drive I installed. However, whenever I go to Administrative Tools -> Computer Management then I click on Disc Management it gives me a blank gray window and says "Unable to connect to Logical Disk Manager service"

Does anyone know how to fix this problem? Thanks for any help!
 
Go to the services snap-in (start->run->services.msc). Check that "Logical Disk Manager Administrative Service" is set to automatic and that Logical Disk Manager is started.
 
There was one set to manual, however, even after I set it to automatic and started both services I still get the same error when trying to access disk management, do I need to restart after setting it to automatic? Here's a picture of my services:

I'm beginning to think this is just a giant flaw in Windows XP Pro 64-bit. I've been searching all over for a solution and none of them work. I've even set every single service to automatic and started them all then tried, nothing has worked. Does anyone out there know how you fix this!?

Details: I'm using Windows XP Pro 64-bit SP 2 as an OS, I'm trying to install my 3rd hard drive (500 GB 7200 RPM Seagate). It's detected in my BIOS and device manager. I have all services related to disk management set to automatic and click on start before I try to access disk management, yet I still get the: "Unable to connect to Logical Disk Manager service" error. Any help is greatly appreciated
