Do all motherboards come with an integrated chipset?

All of the motherboards I have seen all have an integrated chipset. Is this normal? Is it a graphics chipset and am I bound ot it? Isn't building your own PC meant to be upgradeable?
 
Not all boards have onboard video. Mine doesnt. But even the ones that do have a PCIe X16 slot for a stand alone video card.
