Do all PCIe cards need power?

Do all PCIe video cards have power cables? I have eVGA nVidia GeForce 6600 16X PCIe card but there is no sign of a power cable port anywhere on it, but yet it came with one so now I'm kind of lost.
 
Not ALL PCI-E cards require external power. The PCI-E interface gives more power than the AGP ones so for cards like the 7600GT, the PCI-E version does not need external power but the AGP version does. The 6600 is an outdated card so it will definitely not require an external power source.
 
That's because the 8600GT is low end, it lacks so much grunt, that why it does not require extra power. The 8800GT onwards require extra power. I'm not sure about the 9600GT, I have not seen one yet as its only recently released here in Australia.
