So Im gonna be building a new machine.. does that mean I have to reinstall windows? Im gonna be using the same hard drive though

Yes you do have to install windows, since pretty much all components are going to be different. Even if Mr XP could survive the horde of new device installations, it can (i think) detect if it's being booted up on a different computer and will refuse to run, and possibly even destroy itself (<I think only Vista does that, but not sure). It's all this copy-protection and anti-piracy stuff...

I replaced my old FIC mobo with VIA chipset and Athlon XP processor with a Biostar... again with a VIA chipset and an Athlon 64 X2. When I booted into XP, all I had to do was
*reinstall my soundcard drivers
*reinstall my LAN drivers
*reactivate XP.

If you're going to stay with the same chipset and processor makers, you just might have a half a chance of not having to reinstall XP.

Uninstall all of your drivers before you change the components. Once you have the new components assembled, load the new drivers. I have done this a couple of times with no problems.
