Does a PSU affect FPS?

Ok i got a 9600gt a few days ago and i ordered a PPCS420x from newegg to replace the psu i have now: Codegen 400 watt 12v16a, Yeah thats horrible i know. But neweggs expected delivery date is April 14th, i cant wait that long

Well basically i get 90fps avg in dod:s on high 8x CSAA 8x MSAF, Empire total war 30-40fps on high No aa No af, Rome total war 40-50fps on high no aa no af. Now i know a 9600gt is no gtx 2660 but shouldnt it get better performance then this?

my motherboard lets me check my voltage via bios and everything looks good: 12.20v 3.50v 5.21v i guess its good? idk. i stress tested my gpu with folding@home and put SMP folding for my cpu so i could see if my computer would restart or BSOD because of power usage. Ran that for 9 hours no problems.

Could the psu still be affecting my video card performance even though my comp isnt showing the classic symptoms of an underpowered psu? Or does a 9600gt not perform that well anyway?

Specs:
Kuma 7750+
Asus 790gx M4A78-E
BFG 9600GT rev. B: 55nm verison
4x1GB DDR2-800
Codegen PSU

What resolutions are you using those settings at? 9600gt isn't a horrible card, but it won't give you anywhere near the performance of a 200 series card.

The only way a PSU could affect your card's performance is if it cannot deliver enough power to it. Then the card would naturally run in an underclocked state. It will still run, but not at full capacity. You should also get a warning once you boot up that the card is running in a handicapped state because of a lack of power. To verify this, just un-plug the power connector from your card then boot up the machine.

From the numbers that you are posting, I doubt that your card is having power supply issues. You just need to get a new card or lower your settings to get better performance with your current card.

thats kinda depressing that a 9600gt cant really perform.. Compared to the framerates i got with my integrated HD 3300 a dedicated gpu didnt really make it much better.

My resolution i play at is 1280x1024.

EDIT: Rome total war is from 2005, and my 9600gt cant handle 60fps on it? on a third generation game? wtf

 Ok, if that 9600 isn't an improvement over the ATI 3300 IGP, you do have a problem. You should be seeing a huge jump in performance at that resolution. A 9600GT can handle UT3 at that resolution and maximum settings with a respectable frame rate (30+).

Keep in mind that the Total War series of games will put a lot of polygons on the screen at a time as well as use a bit more CPU than some games. The frame rates you have listed sound about right for the 9600GT, and it sounds strange to me that you were getting the same performance in those games (at those settings?) with your old IGP.

Try unplugging the power cable to your graphics card and then booting up, like I suggested earlier. You should see a warning once you log in that your card isn't getting enough power, and you should see a marked drop in performance in your games. Let me know what you observer when doing that.

Edit: Also, is your 9600GT a 512MB card?

Right when i start up the computer it says connect power cable. But i figured it out, the total war series needs to have all the patches in for it to play smoothly because of conflicts with Nvidia's new cuda coding so they play extremely well now

Empire total war high: 75fps avg 60fps min
Rome total war high: 125fps avg steady
Call of Duty 4 high: 70 fps avg 50fps min
DOD:S: 130fps avg (i got 90fps because i was playing on a Full HDR map)

So yeah im relieved that it actually is doing well. My 9600:

i cant believe this card can run on a 12v16a (only 192 watts on the 12 volt rail) power supply.
