Does my i3-2100 bottleneck my GTX1050 Ti?

Doom runs just fine on ultra, but Dishonored 2 on the same ultra can range between 30 - 60 fps.

Very low settings results in stable 60 fps.

Is this because Dishonored 2 requires a quad core?
 
Ok, after playing the game with MSI Afterburner enabled, I can see that the CPU is sometimes a 100% utilized, and the GPU is at its peak as well, and the fps can drop to as low as 17, but tries to be at 30 when set to Ultra.

Medium settings give me 60 fps, but there are times when there is a sudden drop down to 17 fps.

Setting everything to very low with a field of view set to 90 and trying to squeeze out as much fps as I can, I can get 60 fps. But hey, I can still play it.

You could see poor performance on games that are more CPU heavy. Which seems like the case for Dishonored 2 for you.

You can always grab an used i7 3770k for around $150 plus an aftermarket cooler for ~$30.

Or save up for a whole new system.
