1. Hardware requirements

2. Software Requirements

Microsoft Internet Explorer, Netscape Navigator, or any other web browser.

Connecting to the Network:

Set your wireless network adapter's Network Name (or ESSID) to www.nycwireless.net.
Check that your network settings are configured to obtain an IP address automatically (DHCP),

in a direct answer to your qustion, yes its free and yes its wirelss, but added to that, yes its ilegal. The fact that you have to manually enter the SSID means that this NYC network is "hidden" from general public. Unless the actual network admins told you that SSID then your not supposed to eb there.
