Winodws Vista has it, but youy need a good video card to run it. Otherwise, it won't let you even open the program. Something like an integrated video memory wouldn't work at all...

If you're running Home Premium, or Ultimate, you need atleast 128MB of Video RAM to use the Aero Interface anyway. That should be more than plenty to use Windows Movie Maker.
