downclocked ram?

I'm not sure why, but when I go through my boot menus it says my memory speed is 667mhz. I never noticed this before I got my new motherboard because I had my old motherboard's bios set to skip the FDD check. Anyhow, I upgraded to an EVGA 780i motherboard and an intel Q6600 CPU. My RAM sets are a g skill 2gb dual channel and an ocz 4GB dual channel. Both were listed as 800mhz when I bought them. I believe the g skill set has a latency of 5-5-5-15 and the ocz has 4-4-4-12.

Were they downclocked so they could have the same latency?
 
possibly, i know if you run two different speeds, it runs at the lowest, so maybe the same applies for latencies?
 
You will probable have to manually set the voltage and timmimg to find a compromise between the two to run at 400/800.
