Download Restriction?

Is there a program out there that can restrict downloads on a computer, preferably password based? I have a 12 year old brother that likes to download anything and everything, aim, itunes, limewire, all on my moms business laptop.

There a program that can restrict downloads?

Yes there is, you can set file restrictions and file permissions anyway, the easiest way is to make your brother a new standard user account, that limits quite a few things that your brother could do. If that fails then go into your 'Internet Options' and somewhere in those options you can disable downloads and/or disable different file types for downloads.
