Download Windows CE .NET 4.5

I have a pda that uses Windows CE .NET and I was messing around trying to erase everything on it because a friend gave it to me, but when I formatted I didn't know that the os wouldn't come back. I have a license key on a sticker on the indside, but have no idea of how I can obtain a copy of CE.

maybe the microsoft site will have somewhere that allows you to download it, possibly some torrent sites(though this may be illegal, not sure though as you would be using your own product key), or maybe ebay

If I did obtain a copy of CE I still have the problem of flashing it onto the device. Also I called the company today and they told me I had to send and get it repaired for a 500$ service fee just to reflash it or whatever they do. I know theres got to be some way that I can repair it without paying a dime. I also forgot to tell what the model number is so here it is PSC Falcon 4220
