Downloading at 2/3rds max speed sometimes?? Why

I have a 1.5 meg internet connection. I am wondering why I don’t always download at 155 kb/ sec. Sometimes I only download at 90kb/ sec. Why? For example I am currently downloading something from Rapid Share. Rapid share says they have more then enough bandwidth to support any download speed at any time. So it’s not on their end. And I am not consuming bandwidth with anything else. All the bandwidth is being used to download the file. And it’s not my connection. I did a speed check test and it said I was connected at 1.25 mbps and that I could download at 155 kbps. So what’s going on? I have seen this happen many times with different sites.

The only firewall I have is Windows firewall.
 
Your ISP

My bet it's got to do with your ISP cutting down the DL. speed. Do you have service Via. cable service?
 
Realize your not only limited by your ISP, but the speed of other servers, distance/hops, and other useres on your ISP(mostly a problem with DSL)
 
I have cable. I get it localy. I said that I checked the connection speed. MY ISP has a little thing on their site that will alow you to check your connection speed.

As you can see I am connected at 1.4 meg. So why arnt I downloading at that speed when I have a fill ride to the servers I am downloading? As in they can provide me with as much bandwith as I need as fast as I need it. I have seen people download off of Rapid Share at 1 MB a sec.

NOTE: They use the term "DSL" and you have Cable...but the majority of what is written still applies to any highspeed connection. There are differences between the two certainly, but as far as getting EXACTLY the advertised speed of your connection that article should answer any questions.
