Downloading Internet Explorer 6 or 7

Hello all,
I am trying to download Internet Explorer for my friend's computer. She currently uses Mozilla but some sites require IE obviously.
When I download either version 6 or 7, it asks to restart and after we do, nothing comes up afterward not even a icon on the desktop. I go to the Remove/Add programs in the control panel and Internet Explorer 7 is listed there but it's not located anywhere in the computer.
What could the problem be?

You may have denied access to IE... First, try typing in a site in Windows Explorer, it may turn into IE and go to the site.
Secondly, go to Set Program Access and Defaults and make sure you have access to IE enabled.
