I have quest dsl, and when I download files it starts at say 100 kb/s, and progressively slows till about 15 or somewhere slow like that. Why does it always do this?

Quest says this is a dedicated line.

The same thing happens with my dads cable connection at his house.

well if it happens with your dsl connection and your dada cable connection, its obviously not the service, its probably the place you download stuff from. where aer you downloading from? a good test would be a file from www.filefront.com, since there servers usually run very fast. And what speed is your dsl and your dads cable?

that's very normal, i usually start at 400kbps and drop down to 230 or something before it stabalizes.
most servers have a capped dling speed try going to Internet Frog and do teh speed test and gives us teh results (ping and all that)

Also, I know that with Opera and some other internet browsers, the file is downloaded while you choose a location to save it to, but the timer isn't active while you are doing this. Therefore, if you take a while to choose where to save the file, 400KB may be downloaded and you'll get a huge download rate, but then it will stablize when your timer catches up to the rate at which you are actually downloading at.

Lol I have really slow dial up and if i'm super lucky my download might run at 2k lol. I somehow managed to download the Age of Empires 3 demo tho 365mb. Only yook like hmmmmm a couple weeks
