Alright, Me and My best friend have almost the exact same computer, we have the exact same operating system, and we have the exact same internet and plan, He somehow tweaked his internet up to 200 kbps, when me and him were at 45 kbps, Now when I start a download I go from 200 something and start falling, It goes something like this 234 183 145 123 87 58 52 47.2 and then it stops, Now when I start downloading Im at over 200 kbps, but then I start falling, So is there a way for me to stay at 200 kbps, and it doesnt fall as a slow process, it goes rather fast. Anyone know??

You probably have slow internet...downloads always start out fast mine will start out at 1500kb/sec and drop down to 625kb/sec and there is no tweaks to stop it, if your friend is getting higher download speeds it is because he has faster internet than you do, if you have dsl this might not have to do with what package you have it probably has to do with line distance to the CO.

its supposed to be like that, the reason why escapes me at the moment though...i think it had something to do with the very first packet sent to the ftp server being rated on the d/l speed and since its only a single packet it goes very fats...but im not sure thats probably wrong

If you both have DSL, the speeds are not exactly the same as stated. Distance from Co, wire type/age and length of your local phone cord from the jack to modem could affect all this.
