IRQ_NOT_LESS_OR_EQUAL is usally a RAM problem.

but DRIVER_IRQ_NOT_LESS_OR_EQUAL is usually a driver problem. installed any new drivers lately? boot into safe mode (repeatedly tap F8 during boot and select safemode) and uninstall them. maybe run CCleaner too.
