Dual +12v?

What exactly is the Dual +12v option for power supplies, and how does it matter?

And should I look into a PCI-E connector?

(Sorry, I know that second question sounds vague; I'm open to criticism and explaining myself, just say the words.)

dual +12v rails? If so, it's just basically 2 separate rails, suppose to increase stability.

And any new half decent powersupply should come with PCI-E connectors. If not, you can always get an adapter.
