Dual amperage rating "+12V @ 34A/38A" and other things

I was checking out some PSUs from PC P&C's website. When looking up specs, I took a look at the amps off the 12V rail and it read "+12V @ 34A/38A". Now, the 34A/38A part is the part I don't get. Is it 34 amps or is it 38? Also, I noticed a rating that read "-12V @ 2A". Now I'm really confused. I read your PSU 101, Praetor (if you're viewing this), and I'm really trying to understand all of this. NICE tutorial by the way. It's helped me out TONS!!! I don't know what amperage to accept as the true rating. Should I also add that 2A on the -12V to the 34A (or 38A). Confusing.
 
The 38A is the peak or max amperage (mentioned in PSU 101). The -12V only goes to powering the mobo (Praetor might be able to elaborate on that), so no, don't add that to the base 12V rail.
