Dual core problems!

Hello!
Recently I bought a new PC!
Intel Core II Duo 2.4
1Gb ram
256mb grafika....
OK..so here is the problem! When i try to get the most out of my PC I have a feeling he isn't giving enough!
In the ex below i'm burning a DVD and playing a game and the PC is tilting..when i check Performance, CPU usage is always around 50% and the other core is always at min.....and now I have this feeling that the other core isn't working properly..is there any way to regulate the number of cores that are working and the ratio and stuff like that?..
..is this normal or what..
..if this aint normal please tell me how to fix it..

well.. a lot of games cant utilize both cores at the same time.. do I'd say its perfectly normal :)

(you can see the 2nd core does a bit,. so its definately working)


try running the game, alt tab, go to the proces's list,.. there seek out the game,. right click it, and select affinity,.. there set the affinity to the 2nd core. then the pic you have posted should be the other way around.
( It doesnt do anything, but letting the game run on the other core.. but then you will know for sure that both cores are ok :))
 
..does that mean that i can control which aplication will run on wich core..
..for ex if the first core gets too busy i can manually switch some app to the other one?..
