Dual monitor issue

Hi I recently built a new computer and have an XFX HD 6950 830M video card. I have a Dell E197FP hooked up to a VGA-DVI adapter and it runs smoothly in the top port. My hanns-g monitor is also hooked up to a vga-dvi adapter and is plugged into the lower slot on the video card. I can get no video on the hanns-g and the computer fails to recognize it. When I plug the dell into the lower spot, I have the same issue. this happened before but it was an MSI card which I had had issues with before so I just assumed it was doa. The computer will recognize any monitor plugged into the upper dvi port, but that lower one seems to have issues. would it be best for me just to buy a mini display to vga adapter to solve this problem? any help is appreciated, xfx tech support has still not gotten back to me.
 
I'm assuming you are using VGA cables; if possible, get rid of the adapters and use a DVI cable (most monitors have come with both for five or so years now) instead. I recall having similar problems before - sometimes, I found, certain ports just don't seem to work well with adapters.
