Dumb PSU? Help?

I had two questions about psu's, one is if I were to switch from 200 watt to a 400 - 500 watt psu, will it show a significant spike in the electric bill?? and two if I were to purchase a 500 watt, does that mean my computer will use all 500 watts? or just whats needed to power the components inside

1st answer) Not really its not going to be that much of a difference at all, 2nd answer) It will only use what it needs from that psu if its not in demand it will not use all 400 to 500 watts..
